Racial Profiling Won’t Keep You Safe

It may or may not surprise you to learn that as a security professional, I do not endorse the concept of racial profiling. People deplore the security procedures at our airports – “Why does a 100-year-old grandmother have to take off her shoes and be subject to the same searches as an Arab male of military age?” I’ll tell you why. Consider that up until the events of September 11th, 2001, the worst terrorist attack in North America – and one of the worst in world history – was the bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma.



. . . an atrocity perpetrated by THESE individuals:


Timothy McVeigh and Terry Nichols don’t fit the mental image most Americans have of terrorists.


Perhaps you recall that in the aftermath of the Oklahoma City bombing, immediate suspicions fell upon the Arab & Pakistani populations in and around Deerborn, Michigan? In fact, this was partially McVeigh’s & Nichols’ motivation; inspired by The Turner Diaries, their goal was to kick-start a race war within the United States.


Then there’s THIS guy:


The traitor Adam Gadahn – American-born self-convert to Islam, the al Qaeda Minister of Propaganda; now deceased thanks to a predator drone.



And then there’s these lovely personalities:


Chechen leader & mastermind of the Beslan Elementary School massacre, Shamir Basayev.



The Chechens are not Arabs, they are Caucasians. Some of them are blond haired and blue-eyed, and as anybody who has faced them down in combat will tell you, they are a THOUSAND TIMES more lethal than any Arab, any day.

Now back to that 100-year old grandmother, going through the security line at the airport – SHE’s not of military age, she’s OBVIOUSLY not a terrorist – why should SHE have to take off her shoes, then be lifted out of her wheelchair and be subjected to the humiliating search? I’ll tell you why – and I’ll tell you how anyone can be turned into a terrorist, no matter what their age, race, sex or skin color. All the bad guys have to do is rock on up to Grandma’s house and show her a video of her lovely 4-year-old granddaughter they’re holding at gunpoint, and tell her that before they kill the child they’re going to harm her and . . . you get the point.

Bottom Line: racial profiling against Muslim males is not security, it is the ILLUSION of security. The enemy knows we’re on heightened alert for dark Arab males of a certain age; and this is precisely WHY we should be on alert for the blond-haired, blue-eyed All-American types . . . . . . or little old ladies in wheelchairs.

    Wonders never cease. I agree with Linnane.

    In fact, within the context of Terrorism, he describes what is an otherwise old tactic in drug smuggling: enlist (by whatever despicable coercive means) the cooperation of ‘mules’.

    And whether by design or accident, Sean also highlights that terrorism is not a market cornered by, nor relegated to, any specific nationality, ethnicity, or religion.

    Terrorism is a TACTIC toward strategic ends. As a tactic, worldwide it has been employed by many non-Arab/Muslim groups long before 9/11.

    So, is it too much to ask that Worthington, and now Crittendon — Frum’s relatives and, understandably, privileged FF front-pagers — submit commentary that reflects this *fact* rather than their thinly-veiled generic anti-Muslim sentiments?

    I agree with the argument but not the solution. Sean is absolutely right, the most notorious serial killers have been people everyone professed shock at hearing that they were serial killers, so yeah, anything is possible with terrorists.

    But I have to be honest, as a frequent flyer (and someone who takes a major connection from Houston to NY and back, which I imagine should be a prime target) I would rather not be as alert and take my chances. I am tired of having to schedule 3 hour layovers just to make sure I can get through customs in time to make my connecting flight, so yeah, though Sean is absolutely right I am still prepared to take my chances that granny is packing a wheelchair bomb and am happy to let her be waved through.

    Granted, I know it is not my call, but it is my opinion.

    With your constant travel, don’t you have some kind of ‘frequent flyer’ security accommodation as an option? Or is this check-in convenience exclusive to domestic US flights, vs. international.

    The Israeli’s are pretty successfull at this stuff: You have to use profiling — but not be limited to just racial profiling. You have to ask intelligent, probing questions and — basically hassle — people. But this requires better trained TSAs and giving them the ability to do their job — they need to push, probe, press when necessary to make someone — with something to hide — to start messing up. Body language etc are key signs, I bet.

    But this won’t happen in the U.S. until we have more deaths. It is just like the issue with Stop signs. You complain and complain but nothing gets done until some child dies or gets badly hurt. Then the Stop sign gets put up. That’s how government and society works. Somewhat inept and efficient at the same time. Otherwise, there would be Stop signs everywhere — and who wants that?

    Chechnya has not declared war on the United States.

    But they did declare war on Russia. And in 2004, the ghastly terrorist attack on schoolchildren in Beslan was organized by Shamil Basayev, who commanded the Islamic Peacekeeping Brigade.

    Timothy McVeigh and Terry Nichols acted alone. There is no large-scale domestic insurrection against the United States. There hasn’t been since the New Left riots and Weather Underground terrorism of the 1960s and 1970s.

    There are hundreds, perhaps thousands, of Islamic terrorists training and plotting at this moment to attack American targets.

    If no Muslims had been flying on American airliners on September 11, 2001, then the 9-11 attack could not possibly have occurred.

    I’ll continue to keep an eye on them as best I can. Just in case.
    I don’t want to become a statistic for the sake of your pieties or anyone else’s pieties.

    Did you abandon the racial profiling cause, sinz? Before you were talking about profiling “swarthy” Muslims, and IIRC in particular dark Arabs. Now you’re talking about white Chechen Muslim terrorists and grounding all Muslims.

    What will you keep an eye on? Islam is a religion of 1.2 billion people that spans every race and hundreds of ethnic groups. Do you really believe Islamic fanatacism appeals only to Arabs? It’s well-known that some Chechens are among the ranks of Al Qaeda (indeed, some have turned up in Afghanistan), but Chechens aren’t the only white Muslims – so too are Bosnians, Albanians, Turks, Azeris, Uzbeks, Tatars, etc etc.Remember the underwear bomber, Abdulmutullab? He was a Nigerian. So, if the profile is only of Arab men, we would’ve missed him.

    If we instituted racial profiling of Arabs, bin Laden would simply recruit fanatics from Nigeria, Indonesia, Albania, etc. He’d find someone who doesn’t fit the profile. And it wouldn’t be difficult. Hence, racial profiling is a pointless exercise. Assuming that only Arab Muslims might sympathize with Al Qaeda is facile.

    For the moment, let’s ignore the fact that the vast, overwhelming majority of the world’s Muslims are not even fundie extremists (e.g. Salafist/Wahhabi), much less active terrorists.

    Instead, let’s focus on these facts: not all Arabs are Muslims, and many non-Arabs are Muslims.

    Effective profiling, then, must rely upon more nuanced behavioral and contextual factors. Reliance upon skin color, ethnic physicality, attire — collectively or in any combination — has been proven ineffective as profiling factors.

    Look. I don’t have any specific problem with the initial better-safe-than-sorry, we-don’t know-what-we-don’t-know approach. But unlike Sean, you persist in reflexively choosing to ignore what we actually DO know.

    I wonder why.

    ktward, it cost money and since I have no idea how many more years I will be here I just don’t see it as a reasonable investment. But yeah, it is basically a kiosk where you can avoid customs. Leaving from Mexico ain’t a problem since they are express flights, it is just the layover that is a drag. There is much less security in Huatulco, but that is because there are only 1 or 2 flights at around the same time. In a year I get my sabbatical and I am thinking of coming back for good, especially since the Zetas are making things unpleasant here. 5 people just got killed in town.

    abj, the Philippines has a real nasty Muslim insurgency, those people are completely brutal.
    And abj, since Islam does have 1.2 billion people, including millions in the US, the fact that Al Qaeda has been spectacularly unsuccessful is a cause of hope. You would have imagined there would have been at least a few Temples shot up, or the subway, at least yearly. Basically, it is pretty damn hard to get people living in America to throw away their lives for what any sane person knows would be no lasting effect.

    But as I said before, I would prefer we don’t give visas to single young men from Middle Eastern countries. They might complain it is profiling, but 1.3 billion Chinese are profiled and the worst threat they supply is overstaying their visa. It does piss me off I can’t get my in laws a chance to visit with my family (and there is no way in hell I am letting them stay, and they would have no intention to stay). My attitude is if you are from a country where the daily chant is death to America, you are not invited here unless you are a proven dissident for freedom.

    ktward, one last thing, if no white men had been allowed to rent storage trucks in the US in 1995 then the Oklahoma bombing could never have occurred. I myself make it a point to monitor my local truck rental agency watching out for white men. Whenever I see a white man driving a rental truck I have to restrain myself from screaming in terror because we all know what a white man driving a rental truck might mean. But I will continue to keep an eye on them, just in case.

    (and I have to admit it is hilarious his keeping an eye on them, if they don’t do anything he would be essentially visually stalking them, and if one ever did I think everyone would know what the jihadist was doing by the fact that he was doing something, unless, of course, he goes into a bathroom and blows up his underwear in which case all the keeping an eye out on them would be a complete waste of time and Sinz will die just the same)

    I’m continually left with the impression (as in, not solely from this thread) that your objection to visa grants to unmarried ME men (some of which, btw, might not be Muslim at all) hinges entirely upon your personal frustration with US visas for Chinese citizens.

    I totally get your frustration with the seeming inequity. But in the end, history and its diplomatic relations render this an apples-to-oranges comparison. I have a close friend who worked in China (United Airlines) for the better part of a decade. (9/11 happened and he and his family were abruptly yanked back to the states.) I’m over-simplifying, of course, but in a nutshell: ME countries are, for whatever reasons, largely okee-dokee with trips to the US. The same cannot be said for China. Not even today.

    ktward, it is not just for Chinese, but Mexicans as well. They can’t get a visa to do post grad work in the States but the uneducated can walk across the border, get fake id (as evidenced by the Whitman flap) and work.

    I also have to mention that many of the young Arabs who do get visas are connected. I taught for a bit in an international school in China and there were a fair amount of Middle Easterners there. Let me just say I had a bit of a problem with attitudes (not with me, though they pretty much hated America, but overall attitudes towards everyone else). I know it was a function of their wealth but it was offputting.

    I am not anti-Arab, I lived with a Moroccan family for a few months back in the 80′s (I rented a room) and loved them. The young boy, named Zohair, chose Michael as his English name (after Jordan) so I would have no problem with their getting visas. But I am biased. I am not even for single chinese men and women getting visas unless they are exceptional. Which is what many of my students were, I truly wish the whole system was more sensible and equitable.

    There is some proof that racial profiling actually makes you less safe and that it does not work at all. Criminals and terrorists will almost never look like what you think they will look like. The risk is that all the time is spent on looking for what you think a criminal or terrorist might look like, which distracts from looking at other profiles.

    “Racial Profiling Doesn’t Work”

    “A strong reason for law enforcement officers to target minorities, particularly Black and Hispanic motorists, is the common belief that they are more likely to be violating laws, particularly drug laws than non-minorities. Minority communities have long perceived that they are being targeted and evidence has accumulated that at least some of that perception is reality. But what of the perception, by many in society and in police departments alike, that minorities are more likely to be violating drug laws?

    Since 1995 direct evidence has accumulated concerning the assertion that minorities are more likely to have contraband when they are stopped and searched by the police. The first report of these data came from Dr. John Lamberth in the case brought by Robert Wilkens against the Maryland State Police. Lamberth reported that Blacks and Whites were equally likely to have contraband found when they or their cars were searched. Since that time, at least nine other studies have been released that show the same phenomenon.

    These studies are impressive in the breadth of situations and location they encompass. The largest one, of course, is a survey by the Department of Justice, Bureau of Justice Statistics in which 1,272,282 searches are detailed. This survey covers all encounters of citizens with police during 1999. There are, however, other types of search activities, e.g. Customs in Airports, and locations, e.g. a report from the London Metropolitan Police. The most impressive finding of these studies is their consistency. In every one, minorities are no more likely to be carrying contraband than non-minorities, and in several of the studies they are statistically significantly less likely to have contraband found following a search.

    This overwhelming evidence against the proposition that minorities are more likely to commit crimes that can be discerned during vehicle searches points out how counterproductive racial profiling is. That is, by concentrating on minorities, law enforcement ineffectively use valuable time and resources by engaging in search activities that are likely to be unproductive. There is, however, even more direct evidence that racial profiling is wasteful of police resources.

    In 1998 the Customs Service of the U. S. Government decided that their low hit rate and complaints from minorities that they were being targeted warranted a re-evaluation of their search procedures. The Service adopted reforms designed to eliminate racial, ethnic and gender bias in their search activity, while instituting stronger supervisor oversight for searches.

    The 2000 data are intriguing. Searches dropped by a startling 75%. The total number of hits, however, was essentially the same as in 1998. The hit rate for Blacks, Whites and Hispanics went up almost 300%. This, of course, is another way of saying that the Customs Service cut its workload of searches by three quarters without reducing the number of successful searches for contraband carrying passengers. This, of course, occurred while reducing by three quarters the number of innocent people who the Service subjected to the indignity of a search. For our purposes the most important statistics from Figure 2 are the hit rates which are essentially the same for Whites, Blacks and Hispanics. So while the Customs Service changed its tactics and increased its hit rate, there was no difference in the percentages of people found to be carrying contraband by race. ”

    Please, keep insisting on preparing for another 9/11 with your Maginot line of fright and sweaty palms over a billion people who insist on practicing their religion right out in the open and without asking Ms. Crittendon’s permission first.

    Or to put it another way, the Cylons won’t come in easily detected shiny metal bodies next time.

    Ktward has already destroyed your argument, but I’m here to beg that, once and for all, you unveil yourself and regale us all with your superior ability to identify a Muslim- not the same thing as identifying somebody from the Middle East. Your fear, along with some ignorance, is showing on this one. Unless, of course, you have special religious X-ray vision. As a frequent flier, I could use your secret if you have one.
