It’s that time of year again: Washington is talking about cuts to Medicare. President Obama’s health-care reforms depend on them – up to $400 billion worth over 10 years.

So the “gimmick” is proposing the right solution that the two parties collectively lack the fortitude to carry out? Does that lay fault on the solution, or on the weak willed cross-party cowards in Congress?
