Piracy is even more a test of Western will as terrorism is.

Because the West stopped piracy once before, in the 19th century. In particular, the British Empire's navy, with an assist from what was then the navy of the new nation of the United States, swept pirates from the high seas and established freedom of the seas. In particular, when Tripoli was held responsible for allowing pirates to operate from Libyan shores, an expeditionary force made short work of the Libyans (which is where the Marine Corps hymn's phrase "shores of Tripoli" comes from).

And international commerce blossomed, which contributed to the rapid economic growth in the West in the 19th century.

If the West does not act as decisively to stop these new pirates, it will compare most unfavorably with their own proud heritage of 160 years before.

"...ships from China, Japan, Russia and India are on the lookout for pirates."

And let's hope that the Chinese, Japanese, Russians, and Indians KILL the pirates when the pirates cross their path.
