The Associated Press reports:
Speaker John Boehner says President Barack Obama lacks the support of members of the House for authorizing the U.S. military operation in Libya.
Speaking to reporters Wednesday, Boehner acknowledged the effort by Republican Sens. John McCain and Lindsey Graham to endorse the mission. But he said he doesn’t think the House shares that view.
Boehner complained that Obama has not made his case to Congress and the nation for U.S. participation in the NATO-led operation. He said the president hasn’t spelled out the national interest in the effort to challenge Moammar Gadhafi.
House Republicans will be meeting behind closed doors Wednesday afternoon to weigh two resolutions — one to authorize the operation and a second to end it. Lawmakers are angry that Obama never sought congressional consent under the law.

How about this for national interests: a new NATO member nation, with access to Persian Gulf shipping lanes, and ports for NATO and/or the U.S. Fifth Fleet (currently based out of the increasingly-unstable Bahrain). Plus, you know, oil, so the fleet can be kept in supply.
The military seems full ready to bomb Libya without asking what John Boehner approves of. His useless whining has the same effect as wholehearted support. Once again, he can either reach for a rulebook and figure out how to deny funding despite the White House and Senate, or put up with it.
