		<description>Three comments: 
1. Many would question the assumption that increased activity be Congress is a good thing. 
2. The increase in legislative activity from 1950-1980 may have been due, at least in part, to the lack of other important business. The Great Depression dominated the 30s, while WWII did the same for the 40s.
3. The rapid increase in prosperity after WWII made possible, for the first time, federal financing of large-scale programs.</description>
